VARASSIM from VEGEO

VARASSIM will be in the end part of SODA, but, as it was not done for the moment (lack of tie), and because of the need to have a running version of VARASSIM maintained in SURFEX, the external version is introduced in version 8.

A specific test case will be provided to enter STRATO (base of automatic tests).
